The Maldives welcomes the High Commissioner’s annual written update to the Council on the operations of the Voluntary Fund for Participation in the Universal Periodic Review and the Voluntary Fund for Financial and Technical Assistance in the Implementation of the UPR and the resources available thereto.
My delegation commends the Member States that comply with the UPR requirements and recommendations. UPR process is one of the success stories of this Council. The engagement by UN member states in this multi-stakeholder process is exceptional as there has been a 100 percent participation by all UN Member States in two UPR cycles.
The Maldives welcomes the positive impact of the UPR process that gives equal opportunities to all countries to voice their concerns. This State-driven process, with participation from the National Human Rights Institutions is designed in a way that ensures that States are made responsible for their human rights obligations and commitments.
As we go into the third cycle it is also important to point out some of the difficulties that Small Island Developing States like the Maldives face. Most of our countries have a very small presence in Geneva and many SIDS are not even represented. In this regard, the Voluntary Fund for Participation in the Universal Periodic Review has been instrumental. We would also like to call on countries to exercise restrain when making recommendations on countries. We believe that the recommendations delivered to countries like the Maldives should be reasonable and achievable given the development context of the country. The sheer number of the recommendations can be burdensome and strain our already limited capacity. In this regard, we would like to highlight the importance of continuous technical and financial assistance to states to enhance their capacity in the implementation of the recommendations. It is for this reason we would like to call on all States to support the Voluntary Fund for Financial and Technical Assistance in the Implementation of the Universal Periodic Review.
The Maldives call States to maintain the universality of this important process and to refrain from politicization of the process. The Maldives reiterates its full commitment to the Universal Periodic Review mechanism.
